When Phillips 66 (NYSE: PSX  ) spun off its midstream assets into a master limited partnership, the market was thrilled. The spin-off, Phillips 66 Partners, or PSXP, had the third-biggest MLP IPO pop in history as investors flocked to the idea of a mature business generating stable revenue. Based on previous announcements, there is potential that at least three more refiners will attempt a similar move between now and the end of next year.

With that in mind, today we're examining a few refining midstream spin-offs that have been on the Street for a bit, to see if there really is long term value for investors.

The upside to spin
Before we get into the numbers, let's address the logical upside to midstream spin-offs from an investing perspective. First and foremost, these are mature businesses. While the master limited partnership business structure may be new to these companies, running an oil and refined products logistics operation is not. In most cases, management has already proved itself, and that is comforting.

    Joe Raedle/Getty Images U.S. homebuilders' confidence in the housing market surged this month to the highest level since January, reflecting a pickup in sales of new homes and heightened expectations for sales the second half of the year. The brighter sales outlook suggests home construction could pick up in coming months after a sluggish start this year. The National Association of Home Builders/Wells Fargo builder sentiment index released Wednesday rose this month to 53, up four points from a revised reading of 49 in June. Readings above 50 indicate more builders view sales conditions as good, rather than poor. The latest reading is the first above 50 since January, when it was 56. Builders' view of current sales conditions for single-family homes, their outlook for sales over the next six months and traffic by prospective buyers each increased since June. Higher mortgage rates and the bad weather weighed on home sales in late 2013 and early this year. Harsh winter weather also contributed to a sluggish start to this year's spring home-selling season. But sales of new homes have picked up in recent months. New home sales jumped 18.6 percent in May to a seasonally adjusted annual rate of 504,000, the highest level in six years. That followed a 3.7 percent increase in April. The gains came after declines in February and March. Even with the big overall gain, sales of new homes are still running at just about half the pace of a healthy real estate market. Still, the recent pickup in sales suggests that the housing recovery may be regaining its footing after slowing earlier this year. Economists say there is significant pent-up demand for homes as many potential buyers put off purchases over the past few years because of concerns about the economy. That move has now pushed shares of IVAC within range of triggering a major breakout trade. That trade will hit if IVAC manages to take out its 52-week high at $6.80 with high volume.

    Traders should now look for long-biased trades in IVAC as long as it's trending above some near-term support levels at $6.25 or at $5.92 and then once it sustains a move or close above its 52-week high at $6.80 with volume that hits near or above 140,032 shares. If that breakout hits soon, then IVAC will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that breakout are its next major overhead resistance levels at $8 to $8.37. Any high-volume move above those levels will then put $9 to $9.36 within range for shares of IVAC.
